An unregenerate being is someone who is not yet born again (an unbeliever, a sinner). When a sinner comes to Christ, he does not receive forgiveness.

This new creation in Christ Jesus is born of God. A son is the child of his father, born of his father's seed.

The new creation is God’s workmanship, created in Christ to do good works (Ephesians 2:10). This new creation is not simply refurbished or endowed with a new character; they are entirely made anew with God’s nature in their spirit.
